The 2008 Eastern Neighborhoods Travel Behavior Survey is the first comprehensive travel behavior survey to be conducted for San Francisco's Eastern Neighborhoods since the 2000 Bay Area Travel Survey by the Metropolitan Transportation Commission.  Since then, the Eastern Neighborhoods have experienced rapid demographic and land use changes, and these trends are expected to continue. The 2008 Eastern Neighborhoods Travel Behavior Survey will provide updated information to form a basis for upcoming local transportation plans and development studies in this area of the city.  Phase 1 of the survey covered the area near the Transbay Terminal and was completed in October 2008; Phase 2 will expand the surveyed area to cover the remainder of the Eastern Neighborhoods.  In October 2008, we issued an Invitation for Bid to conduct Phase 2 of the 2008 Eastern Neighborhoods Travel Behavior Survey. We received two responsive bids by the deadline of November 19.  In order to assist with the consultant selection, we assembled a review panel comprised of representatives from the Municipal Transportation Agency and the Authority. Using a competitive selection process, the panel has recommended the award of this contract to Godbe Research. We are seeking recommendation for the award of a professional services contract to Godbe Research, in an amount not to exceed $85,000, to conduct Phase 2 of the 2008 Eastern Neighborhoods Travel Behavior Survey.

4.                  Recommend Acceptance of the Audit Report for the Fiscal Year Ended June 30, 2008 - ACTION* attachment

The Authority's financial records are required to be audited annually by an independent, certified public accountant. The annual audit for the year ended June 30, 2008 was conducted in accordance with generally accepted auditing standards by the independent, certified public accounting firm of Macias, Gini & O'Connell LLP (Macias Gini).  Macias Gini is also the auditor for the City and County of San Francisco.  For the annual audit, Macias Gini has issued an unqualified (clean) opinion, stating that the financial statements present fairly and accurately, in all material respects, the financial position of the Authority. Since more than $500,000 in federal grants was expended during the year, a single audit was performed. For the single audit, the Macias Gini opinion also states that the Authority complied, in all material respects, with the requirements applicable to its major federal programs.  The full audit report is attached. We are seeking a recommendation to accept the Audit Report for the Fiscal Year Ended June 30, 2008.
