Finishing the roadway just before opening


PHASE I CONSTRUCTION: Construction of the parkway has been divided into two major phases in order to keep traffic moving during the replacement. During Phase I, crews replaced a bridge on Highway 1 north of the MacArthur Tunnel, completed the southbound High Viaduct along Highway 101, and completed the new southbound Battery Tunnel and a temporary bypass. The project achieved seismic safety in April 2012 following a 57-hour weekend closure of Doyle Drive, during which parts of the old roadway were removed and traffic was shifted onto the completed southbound structures and the temporary bypass. Phase I construction was delivered through the traditional design-bid-build procurement model typically used in California.

PHASE II CONSTRUCTION: Phase II construction began in summer 2012 to complete the remaining elements of Presidio Parkway, including the northbound High Viaduct and Battery Tunnel, the Main Post Tunnels, the realignment of the Highway 1/101 Interchange, and the new Girard Road Interchange, providing a direct connection with the Presidio. In order to achieve greater schedule and budget certainty, and to provide the expected level of operations and maintenance service, Phase II is being delivered through the state’s first public-private partnership (P3). The developer, Golden Link Concessionaire, was selected to design, build, finance, operate, and maintain the project for 30 years while Caltrans and the Transportation Authority maintain an oversight role. This P3 method of delivery was selected to provide greater schedule certainty, reduce costs, free up state funding for other uses, transfer certain cost-overrun risks to the private developer, and ensure a high maintenance standard during the 30-year contract. Phase II, including restoration and landscaping, is expected to be complete in 2019.

Construction Update

The new Presidio Parkway achieved substantial completion in September of 2015 when it opened for vehicular traffic on the permanent alignment, although certain ancillary construction activities needed to complete the project will continue into 2017. These include geotechnical ground stabilization and construction of the new Main Post Bluff, construction of Halleck Street, complete the Palace of Fine Arts parking lot and final landscaping.

TUNNELS: Work is underway on ground stabilization in advance of the construction of the Main Post Bluff. In conjunction with the bluff construction, crews will cover the Main Post and Battery Tunnels with lightweight fill and restore Halleck Street across the tunnel tops, which is expected to be complete this Summer.

FUTURE CRISSY MARSH EXPANSION: Crews will begin digging and grading under the low viaducts to accommodate the future expansion of Crissy Marsh and the connection to the Quartermaster Reach wetland restoration project.

FINAL LANDSCAPING: Work is underway on final landscaping in portions of the project. Landscaping of the tunnel tops and main post bluff will begin once earthwork activities are completed later this year. The Presidio Trust will incorporate the final landscaping work above the Main Post tunnels into its larger Presidio Tunnel Tops project scheduled to start later this year.
