Proposition AA | Strategic Plan

The 24th Street BART Plaza and Pedestrian Improvements were funded with $713,831 in Prop AA grants.

The Strategic Plan is adopted by the Transportation Authority Board every five years to guide project implementation of Prop AA. The Strategic Plan establishes policies for the allocation and expenditure of funds, sets prioritization criteria, defines expectations for project delivery, and includes programming for the three programmatic categories within Prop AA over the five-year period.


In May 2017, the Transportation Authority Board approved the Prop AA 2017 Strategic Plan, programming $20.8 million in Prop AA vehicle registration fee revenues to 11 projects in Fiscal Years 2017/18–2021/22. The core elements of the Strategic Plan include:

Amended 2017 Strategic Plan Project Programming and Cash Flow

The Strategic Plan, which identifies the projects that Prop AA revenues will fund, is amended when changes to the program of projects are needed. These can include modifying project cash flows, programming funds to a different phase, cancelling projects, and adding new projects. Projects that are not advancing may lose Prop AA funding, and those funds become available through a competitive call to fund new projects. We anticipate our next open call for projects to program $2.4 million in the Street Repair and Reconstruction category in advance of Fiscal Year 2019/20.
